The District Organisation of Local Government constitutes part of the widespread local government reform, with the aim of maximising synergies of scale in the operating and administrative costs of organisations providing services of similar nature, serving the citizen from a single point and at the same time applying the principle of a single licensing authority in each district.

On the basis of the Law on District Organisations of Local Government of 2022, 5 new District Organisations of Local Government shall be established, in each District in the free areas of Cyprus (no District Organisation shall be established for the Kyrenia District which is fully under occupation), with the aim of consolidating the services currently provided by the Water Boards or the Local Authorities providing water supply, the Sewerage Boards as well as the Boards for the Exploitation of Municipal Waste Disposal and Recovery Sites and same time shifting the competence for development permits (planning and building permits) from the District Planning Offices to Municipalities and District Administrations.

General municipal elections to elect Presidents of District Organisations shall be conducted every five (5) years, at a date specified by the Minister by decree published in the Government Gazette of the Republic and this date shall coincide with the date of electing the Members of the European Parliament.
