Each council consists of the Mayor, Deputy Mayors (for Municipalities made up of municipal districts) or the Deputy Mayor (for the Municipalities of Strovolos, Pafos and occupied Municipalities) and Municipal Councillors. The council is elected for a five-year term which begins on the first day of the month following its election.
The number of Councillors elected in each municipality varies according to the number of registered voters in each municipality.
Occupied Municipalities
The number of Councillors shall not be lower than eight (8) neither higher than twenty-six (26), as follows:
(a) In municipalities with no more than six thousand voters (6,000): 8 councillors.
(b) In municipalities with voters of more than six thousand (6,000) but not exceeding twelve thousand (12,000): 12 councillors.
(c) In municipalities with voters of more than twelve thousand (12,000) but not exceeding eighteen thousand (18,000): 16 councillors.
(d) In municipalities with voters of more than eighteen thousand (18,000) but not exceeding twenty-six thousand (26,000): 20 councillors.
(a) In municipalities with no more than twenty-six thousand voters (26,000): 26 councillors.
Municipalities in the free areas of Cyprus
The number of Councillors, including Deputy Mayors, may not be less than sixteen (16) and not more than thirty (30), as follows:
(a) In municipalities not exceeding ten thousand voters (10,000): 16 councillors.
(b) In municipalities with more than ten thousand (10,000) voters, but not exceeding twenty thousand (20,000): 20 councillors.
(c) In municipalities with more than twenty thousand (20,000) voters, but not exceeding thirty thousand (30,000): 24 councillors.
(d) In municipalities with no more than thirty thousand voters (30,000): 30 councillors.
The exact number of councillors for each district shall be determined by Ministerial decree, which shall be published in the Government Gazette of the Republic of Cyprus, on the basis of the number of voters registered in each district, as shown in the electoral roll which incorporates the supplementary electoral roll of 2nd October of the year preceding the election. If one seat corresponds to a municipal district, this shall be occupied by the Deputy Mayor of the municipal district concerned.
