The Mayor shall be elected from the total number of voters of the Municipality concerned. The 2024 elections concern the nomination of 29 Mayors, of which nine (9) to occupied Municipalities and two (2) to semi-occupied Municipalities.

For Municipalities consisting of municipal districts one Deputy Mayor shall be elected per district by the registered voters, while for the Municipalities of Strovolos and Pafos, a Deputy Mayor shall be elected from the registered voters of the Municipality concerned. For the Municipalities under Turkish occupation, the Deputy Mayor is elected by the Municipal Councillors of the Municipality concerned.

Municipal Councillors and Deputy Mayors shall be elected, at municipal district level, for Municipalities made up of municipal districts, or at Municipality level, for the Municipalities of Strovolos, Pafos and the occupied Municipalities. In the 2024 elections, citizens will vote for 443 Municipal Councillors, of which 94 concern the occupied Municipalities.

Elections for Mayors, Deputy Mayors and Municipal Councillors are held on the same day, with different ballot papers. The candidate who receives the most valid votes among the candidates shall be declared Mayor and Deputy Mayor, without setting any limit on the percentage of votes to be obtained.

As regards the election of councillors, the candidates stand either as members of a list, or as individual candidates, and for the allocation of seats simple pro rata applies. Voters also have the right to express their preference in favour of specific candidates with preference crosses. Each voter shall be entitled to one (1) preference cross for every four (4) municipal councillors. If the number of councillors divided by four leaves a remainder, the total number of preference crosses shall be increased by one.
